Site Safety Training (SST)

The Course Provider Administration unit at the NYC Department of Buildings is responsible for the management and oversight of course providers who offer training for construction workers. This unit ensures that training programs offered to the construction industry meet stringent standards for quality and compliance. By overseeing course providers who offer training that can lead to licenses and course completion cards, such as Site Safety Training (SST) cards, the unit plays a vital role in enhancing safety, professionalism, and regulatory adherence within New York City’s construction sector.

As a requirement of Local Law 196 of 2017, in order to work on a site that requires a Site Safety Plan and a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager:

  • Workers must be able to submit a Site Safety Training (SST) card demonstrating proof that they have received a minimum of 40 hours of safety training defined by the Department.
  • Supervisors (Site Safety Managers, Site Safety Coordinators, Construction Superintendents, and Competent Persons) must be able to submit a Supervisor Site Safety Training (SST) card demonstrating that they have receive a minimum of 62 hours of safety training defined by the department.

NYC construction workers and supervisors can take SST courses with any DOB-Approved Course Provider who is authorized to issue Site Safety Training (SST) cards upon completion of all required training. Site Safety Training (SST) cards are valid for five years after issuance and can be renewed upon completing SST Refresher training credits with any Course Provider. Expired Site Safety Training (SST) cards are NOT renewable. Students with expired cards MUST apply for a new card and complete ALL the required NEW SST card training.

Worker Wallet

Upon completion of a Worker training course, DOB-Approved Course Providers issue wallet sized cards to their students.  These cards are used by construction workers as proof of their qualifications to work on certain construction equipment, such as scaffolds.  In Fall 2024, DOB-Approved Course Providers will begin to issue one card using the Training Connect platform leveraging the same system used to issue Site Safety Training (SST) cards.  The Worker Wallet allows individuals to have multiple cards in their wallet and eliminates the need for workers to carry several cards.  Similar to the Site Safety (SST) card, the Worker Wallet can be scanned to reveal what cards are saved in their Worker Wallet.

Training for License Applicants and Licensees

Applicants for a license may contact a DOB-Approved Course Provider for the required license training and receive a certificate of completion that must be presented to the Department’s Licensing Unit.
