Fire and Life Safety Director (F-89/T-89)

Description

A Fire and Life Safety (FLS) Director is required in any commercial building that has a Comprehensive Fire Safety and Emergency Action Plan or previously required a Fire Safety Director. This generally includes high-rise office buildings, hotels, or buildings with voluntarily installed fire alarm systems that feature two-way voice communication. A Fire and Life Safety Director must be on-site during regular business hours.

Training Requirements

You must successfully complete the 31-hour FLSD course from an FDNY certified Fire and Life Safety Director School (PDF).

How to Apply for the FLSD Certificate of Fitness

Required Supporting Documents:

  • N-85 exam (Part 1 of the FLSD exam)
  • Z-89 exam (Part 2 of the FLSD exam)
  • The latest 31-hour FLSD course certification/letter
  • FLSD application form
  • FLSD verification letter or a copy of one of the following cards: F58, F25, F59, Q85, F85, Q89, F89, T89
  • N-85 passing letter

Requesting an FLSD Onsite Exam

After passing the N-85 and Z-89 exams and receiving the Certificate of Completion (COC), candidates may take the Onsite Exam. Only designated personnel (assigned by the building owner) can schedule these exams via the FDNY Business portal.

Surrendering the FLSD Certificate

If you are no longer working at the location tied to your FLSD certificate, return your COF card(s) and the Surrender Certificate of Fitness Form (PDF) to the FDNY Public Certification Unit.

Special Requirements for Multiple Work Locations

Candidates working in multiple buildings and subject to R-59/R-58 must pass the R-59/R-58 exam before a second Onsite Exam attempt can be scheduled.

  • You may hold F-89/T-89 for two locations simultaneously without restrictions.
  • For 3 or more locations, submit the Variance Form (PDF) and a $200 payment.
  • COFs for multiple locations will be temporarily blocked if the Onsite Exam is not passed within 6 months of expiration.
  • If the onsite exam is not passed within 1 year of expiration or after two failed attempts, the COF becomes permanently voided.

Age and Language Proficiency:

  • Be 18 years or older, or the age required by law, rule, or regulation to apply.
  • Have a reasonable understanding of the English language and be able to answer questions satisfactorily during the examination process.

Work Experience:

  • Have at least three years of fulltime work experience in one or more of the following fields. Alternatively, 18 months of fulltime work experience that includes at least six months of continuous employment at one work location is also acceptable:
  • Firefighting or other employment in public safety emergency response
  • Employment related to fire safety, including code enforcement, fire safety inspection, fire prevention, or emergency preparedness
  • Design, installation, operation, or maintenance of building fire protection, electrical, plumbing, heating, ventilation, or air conditioning systems, or other building systems regulated by the construction codes
  • Similar experience sufficient to the Fire Department

Training and Exams:

  • Complete the FLSD training course that is approved by the FDNY.
  • Pass the written and onsite exams required by the FDNY.

Physical Ability:

  • Be physically able to perform the duties of the position. For any inquiries on this, please contact the Certificate of Fitness Unit prior to scheduling the FLS Director exams.
  • To ensure the safety of occupants and visitors, Highrise office buildings, hotels, and other commercial buildings that have installed fire alarm systems with two-way voice communication must have a Fire and Life Safety Director onsite during regular business hours. The FLS Director is responsible for coordinating fire safety efforts and evacuation procedures in the event of an emergency.
  • A Fire Safety Director is an individual who has been appointed in accordance with the requirements of Section 5.6 to direct fire safety and emergency action programs for a high risk, fully sprinklered building or premises.

After meeting further requirements specified in the Notice of Examination, the F89 Certificate of Fitness replaces the F59 FS/EAP Director Certificate of Fitness. This Certificate of Fitness is valid for a specific person and location.
