This FDNY-approved FLSD Training Course prepares participants to earn the F-89 Certificate of Fitness in accordance with all Fire Safety Director Training NYC requirements. The 31-hour course includes interactive classroom sessions, hands-on simulation exercises, and a written final exam designed to ensure operational readiness for high-rise fire safety management.

  • Operate a fire alarm control panel and respond to common alert conditions

📝 Assessment & Completion Requirements

Note: Participation in classroom discussions and scenario activities is encouraged, but is not currently scored unless noted in formal evaluation tools.

Fire and Life Safety Director (F-89/T-89)

Description

A Fire and Life Safety (FLS) Director is required in commercial buildings with a Comprehensive Fire Safety and Emergency Action Plan, including high-rise office buildings, hotels, and those with two-way fire communication systems. An FLSD must be present during business hours.

Training Requirements

You must complete the 31-hour FLSD course from an FDNY certified training school (PDF).

How to Apply for the FLSD Certificate of Fitness

Required Supporting Documents:

  • N-85 exam (Part 1 of the FLSD exam)
  • Z-89 exam (Part 2 of the FLSD exam)
  • 31-hour FLSD course certification or letter
  • FLSD application form
  • Verification letter or copy of valid F58, F25, F59, Q85, F85, Q89, F89, T89
  • N-85 passing letter

Requesting an FLSD Onsite Exam

After passing N-85 and Z-89, candidates can request the Onsite Exam. Only designated building personnel can schedule these through the FDNY Business portal.

How to Renew the FLSD Certificate

Surrendering the FLSD Certificate

If you no longer work at the location tied to your certificate, return your COF card(s) with the Surrender COF Form (PDF) to the FDNY Public Certification Unit.

Special Requirements for Multiple Work Locations

Working in multiple buildings may require the R-59/R-58 exam for a second Onsite Exam attempt. Other requirements:

  • Hold F-89/T-89 at up to 2 locations without issue
  • 3+ locations require Variance Form (PDF) and $200 fee
  • Failure to pass Onsite Exam within 6 months = temporary block
  • Failure within 1 year or 2 failed attempts = permanent void
