Ask About EnrollmentStudent Enrollment Agreement
Before completing your registration, please carefully review this Enrollment Agreement. This page outlines important policies regarding enrollment, DCJS training requirements, student responsibilities, certificate issuance, and refund rules.
1. General Policy
This agreement applies to the security guard courses listed in the student's enrollment confirmation.
Security guard training is offered through Tribune Security Training Inc., a DCJS-approved training school. Tribune Training Academy handles registration, operations, and payments. Tribune Security Training Inc. handles certificates and regulatory compliance for security guard training.
Mandatory DCJS requirements control conflicting general terms. Updated October 21, 2026.
2. Security Guard Training Programs
- 8-Hour Pre-Assignment Training – must be completed before employment.
- 16-Hour On-The-Job Training – must be completed within 90 days of employment.
- 8-Hour Annual Training – required annually after the first year.
3. Student Responsibilities
- Provide accurate registration information
- Attend all required training sessions
- Follow classroom policies and instructor guidance
- Complete required coursework and examinations
4. Certificates of Completion
Tribune Security Training Inc. issues the required DCJS-approved completion certificate to students who successfully complete applicable attendance, assessment, and training requirements. Certificates are not withheld, suspended, or revoked solely over a payment dispute.
5. DCJS Refund Policy
For security guard training, the mandatory refund requirements of 9 NYCRR 6028.7 apply to each course, whether purchased separately or in a package. They take priority over general cancellation, online-access, administrative-processing, and rescheduling terms.
- Before instruction begins: 100% refund of the course fees.
- One-session 8-Hour Pre-Assignment or 8-Hour Annual In-Service: no ordinary withdrawal refund after instruction begins, subject to any refund otherwise required by law or described below.
- Approved two-session courses: 50% refund after the first session begins but before instruction begins for the second session; no ordinary withdrawal refund after the second session begins. This includes a two-day OJT course conducted in two eight-hour sessions and an approved eight-hour course conducted in two four-hour sessions.
- Approved four-session courses: 75%, 50%, and 25% refunds before instruction begins for the second, third, and fourth sessions, respectively. Other approved session arrangements are refunded proportionately as required by DCJS.
No nonrefundable registration fee, cancellation fee, or deposit is assessed for security guard training. Tribune does not deduct its card-processing costs from a DCJS-required refund. Opening an account, sending forms, providing login details, or processing paperwork does not by itself mean instruction has begun.
If undisclosed defects in the school's business practices prevent a student from attending or successfully completing paid training, all affected course fees will be refunded as required by 9 NYCRR 6028.7(c). If Tribune cancels a course, all fees paid for that cancelled course are refunded.
Package refunds are assessed course by course with an itemized calculation. Starting one course does not eliminate a mandatory refund for an unstarted course. See the refund policy for details.
6. Licensing Requirements
- Submit fingerprints
- Complete criminal background check
- Apply through NYS Department of State Division of Licensing Services
7. Student Advisory Notice
Students receive the actual DCJS Student Advisory Notice, retained with their signed course records. This summary does not replace the official notice.
- Training does not guarantee employment or state registration.
- Required attendance and applicable examinations must be completed.
- Completion certificates are issued in accordance with DCJS requirements.
