HAZWOPER 40 and NYC SST 40-hour training are not the same course. They serve different purposes, follow different regulatory frameworks and are used for different types of work.
What is 40-Hour HAZWOPER?
HAZWOPER training comes from OSHA’s Hazardous Waste Operations and Emergency Response standard, 29 CFR 1910.120. For general hazardous-waste site workers covered by the standard, OSHA requires a minimum of 40 hours of off-site instruction plus supervised field experience before the worker performs covered duties.

What is 40-Hour SST training?
NYC Site Safety Training (SST) is a New York City construction-safety requirement administered through the NYC Department of Buildings. A worker’s 40-hour SST pathway is designed for qualifying construction jobsites and is separate from HAZWOPER.

Does HAZWOPER count as an SST card?
No. Completing HAZWOPER does not by itself create an NYC SST card. Workers who need SST should follow the DOB-approved SST pathway that applies to their training history and role.
Does SST replace HAZWOPER?
No. SST does not replace HAZWOPER when an employee’s job duties fall under OSHA’s HAZWOPER standard. The employer is responsible for determining which OSHA standards and training requirements apply to the work being performed.
Who usually needs HAZWOPER?
HAZWOPER may apply to workers involved in hazardous-waste site cleanup, treatment/storage/disposal operations or certain emergency-response activities. The specific 40-hour, 24-hour or other training requirement depends on the worker category and exposure potential.
Who usually needs SST?

What about the annual HAZWOPER refresher?
